National Fuel Pass Sri Lanka — Complete Guide (2026)

What Is the National Fuel Pass?

The ජාතික ඉන්ධන පාස් (National Fuel Pass) — also known as the ඉන්ධන අවසර පත්‍රය (Fuel Permit) — is Sri Lanka's QR-code-based fuel rationing system, launched on 15 March 2026 by the Ceylon Petroleum Corporation (CPC) under the Ministry of Energy.

Under the system, every registered vehicle receives a unique QR code linked to a weekly fuel quota. Pump attendants scan the code before dispensing fuel, ensuring allocations are tracked in real time and fair distribution is enforced nationwide.

The system was introduced to manage ongoing fuel supply pressures and ensure equitable access across all vehicle categories — from motorbikes and tuk-tuks to cars and commercial vehicles.

Important: This page is an independent guide. Registration for your official QR code happens exclusively at fuelpass.gov.lk ↗, the portal managed by CPC.

How to Register for Your Fuel Pass QR Code

Registration takes about 5–10 minutes. You will need your National Identity Card (NIC) number, vehicle registration number, and the mobile number linked to the vehicle.

Option A — Register Online at fuelpass.gov.lk

  1. Go to fuelpass.gov.lk ↗
  2. Click "Register / New Vehicle" on the homepage.
  3. Enter your NIC number (old or new format accepted).
  4. Enter your vehicle registration number exactly as shown on your revenue licence.
  5. Enter and verify your mobile number — an OTP will be sent via SMS.
  6. Review your vehicle details and confirm registration.
  7. Download or screenshot your QR code — save it to your phone for use at the pump.

Option B — Register via WhatsApp

  1. Save the official CPC WhatsApp number to your contacts (published on fuelpass.gov.lk).
  2. Send the message "REGISTER" to start the process.
  3. Follow the prompts — you will be asked for your NIC and vehicle registration number.
  4. Verify your mobile number via the OTP sent to you.
  5. Your QR code will be sent directly to your WhatsApp chat.

The WhatsApp option is particularly useful when the website is under high load. If the site is down, try WhatsApp first.

How to Use Your QR Code at the Pump

  1. Open the QR code on your phone before you reach the pump — maximise screen brightness.
  2. Show the attendant your QR code. They will scan it using the pump terminal.
  3. The system verifies your remaining weekly quota in real time.
  4. Fuel is dispensed up to your remaining allowance for that week. If your quota is exhausted, the pump will stop automatically.

If the scanner fails, show the attendant your NIC as a backup — they can look up your quota manually.

Common Problems & Fixes

"Vehicle Already Registered" Error

Site Is Down or Not Loading

fuelpass.gov.lk handles millions of simultaneous users and can slow down during peak hours. Try again during early morning (5–7 AM) or late night (10 PM–midnight). Alternatively, use the WhatsApp registration option described above.

Wrong Mobile Number Registered

Log in to fuelpass.gov.lk → go to Profile → Edit Mobile → enter your correct number → verify via OTP. If the OTP goes to a number you no longer have access to, visit your nearest CPC filling station with your NIC and vehicle documents for in-person correction.
